Culture Warrington has announced a leadership change as Maureen Banner steps down as Chair after 13 years, with Claire Lloyd Fitzgerald appointed to guide the arts charity into its next chapter.
Maureen, who helped found Culture Warrington in 2012, will remain on the board for another year to support the transition. Her departure comes as the charity begins a new phase as a standalone organisation, separate from LiveWire.
Maureen Banner said: “It was an incredibly difficult decision. I had to take my heart out of the equation and think about the charity and where we need to go next. It’s the right move.”
Under her leadership, highlights included Luke Jerram’s Gaia at Parr Hall, the Sky Garden at Golden Square, and a £840,000 relaunch of Warrington Arts Festival in 2024.
Maureen added: “I have been with Culture Warrington since day one and if you think back to where we’ve come from and what we’ve achieved it’s fantastic. I just feel that it’s time to refresh. Claire is an exciting prospect as Chair.”
Claire Lloyd Fitzgerald, a lifelong Warrington resident and former borough councillor, has served on the Board since 2021. She brings experience from the non-profit, energy, and finance sectors.
Claire said: “As the new Chair of Trustees, I feel a mix of excitement and responsibility. It’s a wonderful opportunity to make a positive impact. I have a deep appreciation for arts and culture, and I believe in their power to transform communities and enrich lives.
“My experience in leadership roles has equipped me with the skills to guide and support the organisation effectively – ensuring that Culture Warrington continues to thrive.”
Her priorities include supporting major developments such as the £5million redevelopment of Pyramid Arts Centre, broadening community engagement, and securing long-term sustainability through new partnerships and funding.

At 86, Maureen remains engaged with key projects including Pyramid and a new vision for Warrington Museum, led by Museum Development Manager Steph Clemens. Her influence and strong ties to local government have helped raise Culture Warrington’s profile across the town.
Claire Lloyd Fitzgerald added: “Maureen is a legend and an inspiration. I have known her for a long time and have always looked up to her. Stepping into her shoes is both an honour and a significant responsibility.”
